An upside down view of governance : Aid and governance
The paper argues that donors cannot make significant progress in improving development outcomes and aid effectiveness without changing their mental models of how development happens. The authors not only further analyze the aforementioned OECD donor country approaches towards governance issues but offers a radically different model for managing aid relationships.
