Disasters and displacement: Gaps in protection

The challenges to protecting disaster victims, in particular the gaps in current protection systems cannot be ignored. This document proposes constructive ways to address the protection of disaster victims. It also suggest that policies should begin with preventive measures, such as early warning systems, disaster risk reduction strategies and the dissemination of information about impending disasters. Where these policies already exist they should be reviewed to ensure that protection concerns have been effectively incorporated.
